Measure D Initiative Campaign Analysis and Strategy Development Services

The Vendor is required to provide project management, community engagement, and political expertise to assist the county in establishing a baseline understanding of community awareness and support of measure d – save agriculture and open space lands, a ballot initiative to re-establish the board of supervisors as the legislative authority in making general plan changes, in a defined and limited capacity.

- Financial analysis on the impact for proposed planning activities.
- Develop high-level strategic recommendations for election outreach.
- Assessment of external factors influencing a ballot measure (i.e., community attitudes toward protection of open space and agriculture versus concerns about excessive development that could be perceived as suburban sprawl or as benefiting only a particular group or segment of the population).
