The vendor is required to provide to collaborate with an experienced consultant to formalize and complete a board-led strategic planning process that builds on the groundwork already completed by the board, management, and staff.
- Requirement:
1. Collaborate with agency and its stakeholders
• Reviewing and synthesizing the board’s internal work completed to date, including current agency strategic plan, survey responses, environmental scan, financial analysis, and identification of key strategic drivers and scenarios.
• Conducting limited supplemental interviews or focus groups, as needed, to validate or clarify findings.
• Facilitating meetings with the strategic planning committee (SPC), senior leadership, and board members to achieve consensus on long-term priorities and performance outcomes.
• Supporting agency in aligning this process with the performance excellence framework, ensuring coverage of leadership, strategy, workforce, and results.
2. Identify and confirm strategic drivers
• Assist the SPC in refining the key external and internal driving forces shaping agency future (e.g., funding mix, workforce stability, regulatory changes, and veteran population trends).
• Support the development of an x–y scenario matrix translating those drivers into plausible futures to guide planning discussions.
• Help the board and staff articulate implications for mission, operations, and governance in each future scenario.
3. Facilitate board workshops
• Lead up to three (3) structured working sessions with the board and senior management to:
o Prioritize strategic goals and desired outcomes;
o Align “ends, ways, and means” for each major objective;
o Identify measurable performance indicators for ongoing review.
• Provide written summaries and action steps following each session.
4. Develop an actionable strategic plan
• Prepare a comprehensive strategic plan (2027–2031), considering the past agency strategic plan and incorporating:
o Mission and vision reaffirmation;
o 4–6 strategic objectives and supporting initiatives;
o Implementation milestones and responsible parties;
o Financial, workforce, and operational considerations.
• Draft a concise public summary suitable for distribution to stakeholders and legislative partners.
5. Design a strategic implementation framework
• Develop a plan-to-budget integration process and annual review cycle for the board’s use.
• Provide templates and guidance for the SPC to monitor progress, report outcomes, and refresh the plan annually.
• Recommend communication strategies to engage staff, veterans, families, and the community in understanding the plan’s purpose and goals.
6. Deliverables
• Strategic plan (2027–2031) – comprehensive and public versions.
• Implementation and review framework.
• Meeting summaries and synthesis reports.
• Presentation materials for board adoption.
7. Strategic plan deliverable – format and content
• The consultant will produce a professionally designed, publication-quality strategic plan suitable for presentation to state and federal partners, legislators, and the state public.
