• Review existing organizational structure, procurement processes, and spend categories.
• Conduct stakeholder interviews and workshops across departments.
• Identify gaps, risks, inefficiencies, and improvement opportunities.
2. Benchmarking and best practices
• Compare current state to peer municipalities and leading centralized procurement organizations.
• Identify relevant public-sector and private-sector best practices.
3. Future state definition
• Define vision, guiding principles, governance model, and organizational design for a centralized procurement function.
• Recommend roles, capabilities, and performance metrics
4. Transformation roadmap development
• Develop a phased roadmap from current to future state, identifying quick wins, sequencing, and resource requirements.
• Identify dependencies, risks, and change management considerations.
5. Executive-level deliverables
• Provide clear summaries of findings and recommendations.
• Prepare a business case and final executive presentation for senior leadership.
