The Vendor is required to provide marketing and communication services to develop and execute communications and outreach plans with measurable objectives, messaging strategies, a tactical execution approach, and proposed quantitative and qualitative measures to assess the effectiveness of the plan.
- Media relations:
• Develop media content highlighting authority milestones, initiatives, and impacts on at least a quarterly basis, including preparation of news releases, fact sheets, FAQs, infographics, and related materials for distribution to major local media outlets.
• Coordinate and collaborate with other government agencies to plan and execute news conferences or other media and interview opportunities.
• Prepare key messages, talking points, and provide coaching for authority leadership and staff participating in interviews or public communications.
- E-newsletter:
• Produce a monthly e-newsletter (via constant contact) to disseminate timely, accurate updates that inform and engage multiple stakeholder groups.
• Expand and enhance the distribution list to broaden outreach and engage additional stakeholders and potential partners.
- Website content and management:
• Develop, write, and maintain updated website content, including graphics, photos, and other digital media that clearly communicates authority activities and accomplishments.
• Post updates, ensure accuracy and timeliness, and consistency with authority communication objectives.
• Provide technical assistance and design improvements to enhance clarity, accessibility, and overall user experience.
- Social media:
• Develop social media content, primarily for Instagram, to increase visibility of the authority activities and contributions.
• Establish and maintain a consistent posting schedule for authority -branded content across designated platforms.
• Develop, coordinate, and edit video content, as needed, to support social media and digital outreach.
• Implement paid digital campaigns, as appropriate, to extend the reach of selected messages to targeted stakeholder audiences.
- Stakeholder meetings and reports:
• Provide professional writing, editing, and design services to support the production of materials for authority meetings, presentations, and statutorily required reports.
- Records management:
• Provide services that support best practices in the organization and maintenance of electronic records to enhance internal efficiency and continuity.
• Develop and maintain an accessible archival system capable of supporting timely responses to information requests from legislators, auditors, and other stakeholders, thereby reinforcing transparency and accountability.
