The Vendor is required to provide public information, communication, and community engagement services to support district air quality, public health, and community partnership mission.
1. Communications and engagement planning
• Develop a communications and community engagement plan.
• Recommend information dissemination strategies.
• Analyze public interest and awareness.
• Establish communications KPIs.
2. Earned media relations
• Prepare and distribute information to news media.
• Respond to media inquiries.
• Develop talking points and messaging.
• Support media coordination during events.
3. Paid advertising
• Assess potential funding sources for paid advertising (e.g., incentive programs)
• Evaluate past practices and advantages and ROI to support to other district strategies.
• Recommend a step-wise approach and corresponding budget.
4. Digital and social media services
• Recommend platforms, set up accounts, develop content linked to the proposed Comms plan, and provide guidance on channel development appropriate for district size, mission, and staffing capacity.
• Provide posting schedules and monthly analytics reporting.
5. Community outreach and partnerships
• Support community meetings, events, ribbon cuttings, etc., including onsite support when warranted.
• Build partnerships with community and agency stakeholders.
• Support outreach to local environmental justice (EJ) communities to advance district
