The Vendor is required to provide to develop and implement a comprehensive media strategy and placement plan to support its 2025 recycling modernization act (RMA) contamination reduction program.
- Goals of:
• Achieving zero high-risk contaminants in the recycling stream
• Reducing overall recycling contamination to 10% by 2033
- Support county’s education and outreach campaign targeting residential, multifamily, and commercial recycling customers throughout unincorporated county and participating jurisdictions.
- Services Requested:
• Develop a strategic media plan aligned with the county’s contamination reduction plan and Department-approved program elements.
• Identify target audiences and recommend cost-effective media channels to reach:
o Single-family residential customers
o Multifamily residents
o Commercial and small business generators
• Plan and coordinate paid media placements including, but not limited to:
o Local print publications
o Radio advertising
o Digital and social media advertising
o Community-based media outlets
• Provide recommendations for:
o Message frequency and campaign timing
o Geographic targeting
o Multilingual and culturally responsive outreach
• Coordinate media buys and placements.
• Provide performance metrics and reporting, including impressions, reach, engagement, and optimization recommendations.
