The Vendor is required to provide strategic priority-setting process and subsequently develop a comprehensive strategic plan built directly around those adopted priorities.
- Project initiation and planning
• Conduct a pre-project planning meeting with designated county project management team to confirm project goals, scope, timeline, deliverables, stakeholders, and communication protocols. • develop and submit a detailed project work plan and timeline for county project management team approval.
- Establish community and county employee engagement on strategic priorities
• Design and implement a robust engagement strategy that ensures broad and diverse participation from residents and county staff.
• Develop, maintain, and regularly update a community engagement portal and website throughout the course of the project.
• Facilitate public workshops.
• Utilize surveys, interviews, focus groups, or online engagement tools as appropriate.
• Provide a comprehensive summary report of community input and present findings to county leadership.
- Strategic priority development process (phase i)
• Design and facilitate a structured priority-setting process including leadership planning sessions and a dedicated off-site leadership retreat within county.
• Facilitate discussions with all county leadership to assess organizational strengths, weaknesses, opportunities, risks, and emerging trends.
• Synthesize findings from county leadership discussions, SMEs, and community engagement to identify key focus areas.
• Design and lead a highly structured, consensus-building exercise during a leadership retreat to formally establish a defined set of strategic priorities.
• Facilitate additional workshops as necessary to refine and confirm priorities.
• Strategic priorities shall be formally approved by the county leadership prior to commencement of plan development.

o Capital, facility, and staffing needs

- Draft and final plan
• Prepare and submit a draft strategic plan to county leadership for review and feedback.
• Produce a final, presentation-ready strategic plan document.
