The Vendor is required to provide engagement and development services for include:
• Project planning
• Project management
• Stakeholder engagement
• Statewide health care delivery strategic planning.
- Project planning
• A detailed timeline of activities and responsible parties for ensuring timely and successful completion of the statewide health care delivery strategic plan.
o In the aforementioned work plan, incorporate timeline and engagement strategy for the HCD advisory committee to comment on strategic plan
• A timeline of activities for engaging the HCD advisory committee on its other legislatively mandated priorities (in addition to the plan):
o Establish health care affordability benchmarks;
o Evaluate and monitor the performance of state health care system and its impacts on population health outcomes;
o Engaging the advisory committee on this activity may involve coordinating with other contractors on state population health accountability plan (PHAP) required under the achieving healthcare efficiency through accountable design (ahead) model
o Consider the recommendations of the state steering committee for comprehensive primary health care established pursuant to section 9403b of this title;
o Advise the green mountain care board on the design and implementation of an ongoing evaluation process to continuously monitor current performance in the health care delivery system; and
o Provide coordinated and consensus recommendations to the general assembly on issues related to health care delivery, including primary care, and population health.
- Project management
• Identifying a single point of contact for the state for the project;
• Managing all draft and final deliverables, including all project version control;
• Using an agreed upon tool and site for collaboration and storage of all project documents, including all source documents utilized or reviewed for research purposes cataloged using an agreed upon naming convention; and
• Providing bi-weekly status reports and facilitating regularly scheduled status meetings with the internal project team.
- Stakeholder engagement
• Preparing meeting materials for the HCD advisory committee and preparing for and facilitating HCD advisory committee meetings.
• The HCD advisory committee currently meets on a quarterly basis and is subject to state public meeting law.
• Meetings are anticipated to be hybrid, but in-person and more frequent meetings are a possibility if recommended by the contractor.
• This will include working with the state to identify the goals for each stakeholder engagement forum and summarizing large amounts of content to guide group discussion and support decision-making.
• Convening additional stakeholder meetings as necessary to meet the goals of the project.
• All meeting discussions will be documented, and feedback will be synthesized and presented back to stakeholders, with attention to linking decisions to specific feedback, and demonstrating to participants how their feedback has been integrated.
- Statewide health care delivery strategic planning
• Completion of draft (initial term) and final versions (option period) of a statewide health care delivery strategic plan that aligns with the requirements as stated in act 68 of 2025
• Completion of this plan will may require collaboration with various departmental leaders across the agency as well as leaders from other state entities like the green mountain care board (GMCB) or the department of financial regulation (DFR) as well as other key health care stakeholders
• Planning and management of receiving feedback from the HCD advisory committee on both the draft (initial term) and final strategic plans (option period).
