The Vendor is required to provide social marketing practices and methods, video production, community-based co-design, program evaluation and analysis, and report writing for county’s rainscaping program.
- Video Production. The 2024 Report findings and recommendations are to be applied to develop and produce RainScaping videos. The general goals of RainScaping videos are as follows:
• Effectively engage and increase participant understanding and adoption of the desired behavior change.
• Develop approachable, medium-form “how to” videos that show participants clear, succinct, and real-life guidance.
• Develop short-form videos to effectively engage the priority audience through electronic marketing and in RainScaping elements (events, workshops).
• Build knowledge and confidence of participants when implementing a BMP.
• Provide audience accessibility with videos that adhere to current Web Content Accessibility Guidelines outlined in Title II of the Americans with Disabilities Act.
• Track participant usage.
• Host the videos on County platforms.
- Tailored Marketing Strategy and Schedule.
• Recommend improvements to more effectively engage the priority audience and increase participant’s level of participation (which persuades adoption of behaviors).
• Develop a schedule that aligns with RainScaping staff implementation capacity and resources.
• Develop new elements, as needed, to position the marketing strategy to most effective in the campaign implementation. Such elements may include messaging, creative elements, and electronic communication channels.
- Program Evaluation Plan
• Evaluate and report on:
o Changes in understanding and adoption of targeted behaviors resulting from the implementation of the RainScaping campaign strategy, and
o Recommended changes to the campaign in order to be more effective, describing the strategies and process to achieve the results.
• Identify the reasons why households have or have not opted to participate in the program.
• Understand which promotional strategies were most effective.
- Spanish language co-design
• Adapt the RainScaping program to most effectively engage members of the local Latino community.
• Develop a glossary of RainScaping terms, phrases, and key concepts in culturally-relevant, plain language that is spoken and read by the local Latino community.
• Identify and develop visual elements for RainScaping that effectively engage the community and clearly communicate RainScaping purpose and key concepts.
• Determine which RainScaping solutions best serve the need of the local community.
• Provide relevant technical guidance for use of the glossary.
• Develop culturally appropriate RainScaping elements to persuade adoption of behaviors.
