The Vendor is required to provide a state smart start digital marketing and advertising campaign using an established digital media network dedicated to the military community to deliver precision geofencing around military installations nationwide to promote the state smart start virtual transition assistance program.
- Platform is a critical, cloud-based initiative aimed at supporting Active Duty, National Guard, and Reserve members and their families as they transition to civilian life.
- Provide Out-Of-Home (OOH), On- Base, and Near Base media and advertising including on-base bulletin boards, digital screens, and posters for six-month placement at one to two bases per month and digital billboards near eight base entrances for six months.
- The Department will have final approval of media content, advertising content, and location of media and advertisement prior to placement.
- Shall provide strategic guidance to effectively promote and market campaigns, analyze market trends, develop marketing strategies and identify target audiences.
- Must develop and produce required print, broadcast, social media, and electronic marketing materials.
- Provide draft material in a time frame adequate to allow for any changes required by the Department.
