The Vendor is required to provide for the rights to the sale of advertising on city buses.
- Conventional bus service hours per month for 2025 was an average of 6,200 hours, which increased in January 2026 to 7,900 service hours per month.
- There is no guarantee on the number of buses that will be in service at any one time.
- Time allotted in the event of a Transit labour dispute will be added to the end of the term of the contract.
- Provide all labour, material and equipment required to complete this service.
- The City grants the Contractor the rights to act as an agent to sell advertising on City buses.
- It will be the responsibility of the Contractor to enter into separate agreements with their clients (the advertisers); no relationship shall exist between the City and the advertisers themselves.
- Responsible for removing all advertising and restoring each bus to its original condition and repairing any damage caused by the advertising wrap.
- The right to sell advertising on approximately city Transit and Lift vehicles, in accordance with the following:
• Exterior vinyl applications shall be the following formats only:
o Traditional King poster – 30” x 139” – two per bus.
o Traditional Tailboard – 21” x 70” – back of bus.
o Bus Front – size dependent upon make and model of bus (approximately 12” x 30”);
o Full Bus Wrap – 2 sides back and front.
o Super Kings – 4 ½’ - between wheel wells of the bus and below the windows.
o Full Back – complete back of bus; and
o Super Tail – half back of bus.
- There are no frames on conventional or Specialized Vehicles. Ad sizes for Specialized will depend on bus make and model. Specialized vehicles range in size and available advertising space.
- Currently, full wraps do cover the passenger’s windows and rear door. However, the vinyl covering over these windows is a transparent texture that you can see through from inside the bus but still shows the advertisement on the outside.
- The full wrap vinyl does not cover the front door or the front right window between the door and windshield, or the driver’s side front window or the small window on the left side between the driver side front window and windshield.
- Interior applications shall be the following format only:
• Interior cards 11 ½” x 24.
- Advertising racks are not permitted on the exterior of the buses.
- The City reserves the right to reject any material it deems to be unsatisfactory and the Contractor shall replace such material with an alternate subject to the approval of the City.
- Three (3) inside panels -11” x 24” on either side of the bus will be reserved for use by Transit Services.
- Advertising shall not conflict with the City’s core values, vision or strategic goals, or adverse impact on the City’s identity.
- Advertising shall not imply that the products, services or ideas are sanctioned by the City.
- Advertising shall not incite violence and/or hatred.
- Advertising shall not promote or condone stereotyping of any group or discrimination as defined by the Ontario Human Rights Code.
- Advertising shall be free from offensive language or racial connotation.
- Advertising shall not promote the support of or involvement in the production, distribution, and sale of weapons or other life-threatening products.
- Advertising shall be applied at the Transit Service Centre, 400 Grand River Avenue.
- The contractor shall be responsible for the application and the removal of all bus advertising.
- Access to vehicles will be permitted during flexible hours that will be negotiated between the Contractor and city Fleet Manager.
- Employees must schedule or arrange access to the facilities with the Maintenance Department.
- Work by the Contractor shall not interfere, interrupt or impede the normal operation of the Transit.
