The Vendor is required to provide strategic procurement plan (SPP) that will align procurement activities with corporate and program objectives, establish a structured approach to managing spend across categories and projects; define roles, responsibilities, and governance for procurement decision-making; identify opportunities to leverage scale, standardization, and innovation; strengthen vendor performance and relationships; enhance compliance with policies, trade agreements and regulatory requirements; and improve data-driven decision-making through better use of procurement and spend analytics.
- Requirement:
1. Needs assessment and stakeholder consultations
• Reviewing relevant organizational strategies, business plans, capital plans, and policy objectives
• Identifying key internal and external stakeholders relevant to procurement planning, design and conduct stakeholder engagement activities (e.g., interviews, workshops, surveys)
• Documenting current and future procurement needs, challenges, and expectations
• Summarizing key themes, issues, and success factors emerging from consultations
2. Current state assessment
• A review of existing procurement policies, frameworks, directives, and templates
• Assessment of end‑to‑end procurement processes, from planning through contract close‑out
• Review of the current procurement organizational and operating model
• Analysis of available procurement and spend data to establish a baseline profile
• Assessment of procurement systems, tools, and reporting capabilities
• Evaluation of current practices against recognized leading practices and accountability frameworks
3. Gap, risk and opportunity analysis
• Identifying gaps between current practices and desired future‑state outcomes
• Identifying and analyzing procurement‑related risks at both transactional and portfolio levels
• Identifying opportunities for improvement, including governance, processes, category management, supplier engagement, data and analytics, and capability development
• Prioritizing gaps, risks, and opportunities based on impact, feasibility, and interdependencies
4. Development of the strategic procurement plan
• A clear vision and guiding principles for procurement
• Strategic priorities and pillars aligned with organizational objectives
• A defined target procurement operating and organizational model
• A performance measurement framework with defined KPIs and success metrics
5. Implementation roadmap and resourcing
• Develop a phased implementation roadmap outlining key initiatives, sequencing, and dependencies
• Identify estimated timelines, resourcing requirements, and capability implications
• Identify governance, change management, and communications considerations
• Outline an approach for monitoring progress, managing risks, and tracking benefits realization.
