Media Buying and Communications Services

The Vendor is required to provide for media buying and communications services.
- Project Management
•    The contractor will attend and prepare for client and planning meetings; provide planning and supervision; write conference reports; conduct research; develop schedules; assist in the development of budgets and spending plans; and perform administrative functions as necessary for the development and implementation of media purchases. 
•    Responsible for verifying that purchased advertising services have been duly fulfilled/provided, will coordinate with media platforms for make-goods when necessary, will reconcile purchases against delivery of services, and will provide regular reports and updates to the water authority regarding implementation of media-buying plans, budgets, and expenditures.
- Media Buying & Trafficking
•    The contractor will be required to negotiate strategic buys of advertising space and time across multiple platforms including: traditional media (television, radio, billboard/outdoor, newspaper, magazine), digital media, and sponsorship-related media. 
•    Required to traffic correctly formatted ads to media outlets in accordance with outlets’ requirements and deadlines and ensure outlets’ specifications are met.
- Printing and Fulfillment
•    The contractor, or in supervision of its subcontractors, will negotiate agreements for printing services, premium fulfillment, direct-mail production and delivery, and sourcing for specialty items (e.g., magnets, pencils, stickers, hats, t-shirts, etc.) as needed. 
- Planning, Strategic Guidance and Market Research
•    Provide research-driven strategic guidance and planning to ensure optimal allocation of advertising budgets across platforms.
- Other Duties
•    Perform other duties as necessary when requested by the authority, including but not limited to subcontracting for production and creative services to include graphic design and video and audio production.
