The Vendor is required to provide fastest growing municipalities and is facing increasing complexity in public safety challenges driven by population growth, urban intensification, demographic change, and evolving community expectations.
- The Strategy will align City services, community partnerships, and evidence based approaches to enhance safety, well being, and resilience across city.
- Provide a third‑party consultant to:
• Develop a Partner and Stakeholder Engagement Plan aligned with City protocols;
• Design and facilitate engagement activities, including public consultation and targeted stakeholder engagement; and
• Deliver a comprehensive Engagement Findings Report that will directly inform the final 2027 Public Safety Strategy
- Objectives:
• Help establish a shared vision of public safety rooted in prevention, community wellness, and core service delivery;
• Reflect diverse public, partner, and staff perspectives on risks, gaps, and opportunities in public safety;
• Meaningfully include Indigenous partners, using culturally appropriate and relationship‑based approaches;
• Incorporate insights from frontline service providers and community organizations;
• Are inclusive, accessible, and representative of city’s diverse population; and
• Build legitimacy, transparency, and trust in the resulting Strategy.
- Partner and Stakeholder Engagement Plan
• Develop a detailed Engagement Plan that includes:
o Identification and mapping of key internal and external stakeholders, including:
1. Residents and community groups
2. Indigenous partners and organizations
3. City staff and frontline employees
4. Public safety partners (e.g., police, fire, emergency management, bylaw)
5. Health, social service, education, justice, and nonprofit partners
6. Business community and Business Improvement Associations
7. Others as identified
• Engagement objectives, key questions/prompts, and public safety themes.
• Engagement methods and tools, which may include:
o Public open houses and workshops
o Targeted stakeholder sessions
o Pop‑up engagement or forums
o Youth and equity‑seeking group engagement
o Online engagement tools and surveys (delivered using City‑approved platforms)
o Equity, accessibility, and inclusion considerations
o Indigenous engagement approaches aligned with City protocols
• Risk management strategies, including engagement fatigue and election‑period sensitivities.
• Engagement schedule aligned with project milestones.
• The Engagement Plan must be reviewed and approved by the City prior to implementation.
- Engagement Findings Report
• The Proponent will prepare a comprehensive Engagement Findings Report that:
o Summarizes engagement methods, participation, and representation
o Synthesizes key themes, areas of alignment, divergence, and emerging priorities
o Identifies risks, gaps, opportunities, and system‑level insights
o Clearly distinguishes between stakeholder input and consultant analysis
o Is structured to directly inform development of the Public Safety Strategy
• The Engagement Findings Report must be complete by October 31, 2026 and suitable for presentation to senior leadership and Mayor and Council.
