The Vendor is required to provide professional video production services and/or photography services on an as-needed basis.
- Provide video production services, photography services, or both.
- Objectives:
• Statewide communication support: support development of informational content that can be used by courts across state to introduce individuals to court processes, programs, services, and initiatives.
• Participant preparedness: provide clear and accessible information that helps individuals understand what to expect when participating in court processes and the responsibilities associated with those roles.
• Public understanding of court processes: support public understanding of the justice system by explaining court processes and participant responsibilities in a clear and accessible manner.
• Clear and accessible communication: produce video and photography content in a clear, engaging, simplified and accessible format suitable for individuals with varying levels of familiarity with the court system while conforming to applicable web content accessibility guidelines.
• Strategic production services: establish a qualified vendor pool for ongoing professional video production and photography services during the contract term as identified by office.
¬- Project initiation and coordination
• Must identify a project manager who will serve as the primary point of contact throughout the project.
• Must participate in a project kickoff meeting with office stakeholders to review project objectives, scope, roles, responsibilities, and timelines.
• Must provide a project plan outlining major phases, milestones, and key deliverables.
• Must coordinate project activities with office staff and designated project representatives.
- Discovery and research
• Must review materials provided by office related to the requested services.
• Must conduct interviews or consultation sessions with designated office representatives, judges, or court staff as identified by office.
• Must present findings and recommendations to office where applicable.
- Script development and creative planning
• Must develop draft scripts or other creative materials appropriate for the requested deliverables.
• The scripts must be written in language that is understandable to members of the public who may have little or no familiarity with the court system.
• Must provide draft creative materials to office for review and incorporate feedback from office.
• Must develop a storyboard or visual outline, where applicable, describing the proposed structure and presentation of the requested deliverables.
• Must revise the creative materials and approach based on feedback provided by office to ensure the content accurately reflects state court processes and is appropriate for statewide use.
- Production services
• Must conduct filming and photography activities required to support requested deliverables.
• The successful bidder must provide production and photography equipment, technical staff, and related services required for filming.
• Filming locations and participants will be coordinated with office. Filming is expected to occur within the state where it is feasible, using courtrooms or similar environments appropriate for statewide use.
• Deliverables should accurately reflect applicable court processes and expectations where relevant.
• Describe its proposed approach for individuals appearing in the deliverables and any narration used, which may include professional actors, voice narration, court personnel, or a combination of these approaches.
• The proposed approach should support consistency in tone and delivery and limit reliance on onscreen individuals where appropriate.
• Deliverables may incorporate visual elements such as graphics, text overlays, or animation, where appropriate, to support understanding of key concepts and enhance viewer engagement.
• Any music, graphics, or other licensed media included in the videos must be appropriately licensed for unlimited public use by the office.
• Any participation by judges, court staff, or other individuals representing the office must be coordinated with office.
• Must ensure that production locations, staging, and visual presentation support a professional and neutral representation of court processes suitable for statewide use.
• Deliverables must be designed to support long-term use and should avoid content, references, or visual elements that may quickly become outdated.
- Editing and post-production
• Must edit recorded footage and incorporate narration, graphics, and other visual elements as appropriate.
• Must provide draft deliverables to office for review and feedback.
• Must incorporate revisions based on office feedback.
• Must produce the final approved deliverables.
• Must include at least two (2) rounds of revisions following delivery of draft deliverables.
• Must describe to office their proposed revision process, including how feedback will be collected, incorporated, and returned for review.
