The Vendor is required to provide comprehensive agency wide 2028-2032 Strategic Plan, evaluate state current 2023-2027 Library Services and Technology Act (LSTA) five-year plan, and develop state 2028-2032 LSTA five-year plan that complements the Strategic Plan.
- Stakeholders include but are not limited to: FFY2023-2027 LSTA grant recipients, project leads, and program managers; public libraries; archives and records management stakeholders; State agency staff, including liaisons from the Governor’s office and relevant partner agencies; educators and community organizations; and ODL staff across all divisions. A final list of stakeholders will be established in consultation with the executive team to ensure comprehensiveness.
- Federal and State government trends, Governor’s Office priorities, legislative initiatives, federal and statutory mandates, and statewide policy need that may affect office services and long-term direction
- Opportunities for interagency collaboration and shared outcomes
- External factors relevant to a public agency (funding, compliance, legal context, etc.)
