The Vendor is required to provide diversity, equity, inclusion, and belonging (DEIB) strategic plan is a detailed roadmap that will:
• Review and assess the town’s existing efforts to foster an inclusive, welcoming, and responsive community.
• Establish a clear vision, goals, and priorities for integrating DEIB principles into all facets of the town’s work.
• Identify actionable steps to strengthen equitable policies, practices, and service delivery.
• Provide implementation strategies, performance measures, and accountability structures.
• Utilize existing town resources to the greatest extent possible and identify any critical additional resources required for successful implementation.

1. Review and assessment of the existing integration of DEIB principles
• Provide recommendations regarding the best way to conduct this phase, which may include:
o Engaging select board members, town employees, members of the DEIB advisory committee, and community members who have interfaced with town staff to gain an understanding of the current environment and culture.
o Establishing a working group made up of employees across levels and departments to support and guide the work.
o Conducting another survey to establish the current state.
• Review and assess town policies, practices, procedures, and core documents that directly impact equitable access to town services and programs.
• Review and assess the town’s current public-facing service delivery and challenges that may exist for diverse groups, such as non-English speakers.
• Review and assess the current diversity of town employees and their understanding of DEIB principles.
• Review and assess the current role of the DEIB advisory committee in supporting the town’s DEIB work.
2. Creation of the 5-year DEIB strategic plan
• Establishing a clear vision, goals, and priorities for integrating DEIB principles into all facets of the town’s work.
• Recommending initial and ongoing DEIB training models and plans for management and non-management employees.
• Providing the initial DEIB training for non-management team employees and training for members of the management team.
• Identifying actionable steps to strengthen equitable and inclusive policies, practices, and service delivery.
• Implementation strategies, performance measures, and accountability structures.
• Resources to support the implementation strategies.
• Providing timelines and identifying the responsible parties for each actionable step.
• Identifying how the DEIB advisory committee can best support the town’s DEIB work.
• Creating mechanisms for tracking progress and adjusting the strategy as needed.
