The Vendor is required to provide strategic plan should include assessing community demographics; stakeholder and community engagement; review of the accomplishments, gaps in programming and services and ongoing priorities; analysis of projected effects of future trends and technologies on public library services; and identification of library services needs of the community.
- Requirement:
1. Community needs assessment
• Design and implement a community needs assessment process identifying specific library service and collection needs, including how current and potential patrons use or do not use the library.
• Community engagement and outreach methods appropriate for diverse, multilingual, and geographically distributed population.
• Identify conditions in the community that indicate a current or potential need which the library is well positioned to fill.
2. Stakeholder engagement
• Facilitate information gathering with library board members, library administration and staff, library customers, non-users, city, neighborhood leaders, youth council, city multicultural commission, friends of the library, ISD or other education partners, community organizations, and other key stakeholders.
• Ensure staff engagement and input opportunities from all service locations and levels.
3. Mission, vision, and strategic framework
• Review and update the Irving public library (IPL) mission, vision, and values based on the results of community and stakeholder input.
• Identify key service areas as well as key performance metrics and goals that address community needs and expectations for exceptional customer experiences.
• Review and assess current library services and programs, focusing on community needs, technology trends, and complementary community organizations.
• Recommend strategies that integrate valued existing services with new or expanded services.
4. Implementation planning
• Provide a timeline for implementing the plan over the next five (5) years, including short-term, mid-term, and longer-term priorities.
• Develop detailed action plans with specified objectives, outcomes, performance measures, responsible parties, and estimated resource needs.
• Recommend structured implementation roles for staff accountability, leadership review, reporting cadence, and progress updates to stakeholders.
• Recommend communication and marketing strategies for plan launch and ongoing public awareness.
• Recommend methods for assessing the success and impact of the strategic plan update during and after implementation.
• Recommendations for post-implementation next steps, including annual review, data updates, reporting templates, and refresh points.
