The Vendor is required to provide to provide marketing, communications, purpose strategy, impact measurement, and applied insights support on an “as-needed” basis
- Must have a thorough understanding and possess experience working on public affairs, marketing and communications support such as: marketing; digital marketing; graphic design; photography; survey/research; video production/live events; purpose strategy and articulation; impact measurement and intelligence; brand experience and strategy; community engagement; strategy and programming; specialized benefits; crisis communications; writing/editorial; media communications training; executive communication and presentation training; communications, reporting and program management; and applied insight services and consulting.
- Marketing Services
• Marketing: provide services in development of education, marketing, branding and outreach campaigns; develop methods to expand membership or usage of programs and products; produce product and services marketing materials; and special event coordination.
• Digital marketing: provide services in implementation and maintenance of digital marketing and analytics software and services. Functions include digital marketing automation, email marketing, customer relationship management, web analytics, and/or search engine optimization.
• Graphic design: provide graphic design assistance for digital or offset print materials and miscellaneous graphic design projects, materials, or services. Design firms will furnish all labor, materials, equipment, and personnel to provide graphic design needs from initial concept through preparation of final digital files.
• Photography: provide services for digital photography, post-production work and/or photo prints. Photography assignments may include all or some of the following, but not limited to: custom head shots utilizing natural light per agency brand guidelines at specific locations on the agency campus, custom head shots using studio lighting provided by the vendor, on site at agency, make-up artist as needed, option to review and select photos on demand at location, deliver all selected photos in high resolution format with unlimited rights to agency. Post-production work may be required to modify photos to meet the needs of the final output, for example minimal “touch up” work for headshot photos. Some shoots may require the production of a “proof sheet”.
• Survey and research: develop research vehicles, conduct surveys, or focus groups, analyze results, and develop reports. Conduct reputational risk assessments and develop reports. Agency conducts both internal and external surveys based upon the organization’s needs utilizing either a custom-built survey when necessary or through a subscription service such as survey monkey.
• Video production/live events: provide services in video production which may include off-site video shoots including member profiles, highlight videos of events and branded educational content; help inform members and retirees about agency related news, information and program changes; and provide special event expertise ranging from planning and coordination to working collaboratively with the agency Video Team on event execution.
- Communications Services
• Specialized benefits: assist, counsel, and prepare benefits-related and information security breach communication materials and outreach plans.
• Crisis communications: provide strategic communications counsel and prepare crisis-related communication materials and outreach plans to protect agency reputation and brand. Crisis communication may include, but not limited to, any communication to mitigate damage to agency reputation by third-party sources.
• Writing/editorial: provide original, non-technical text development, copy editing, ensuring content readability, and project management services on a variety of communication vehicles, including newsletters, brochures, marketing plans, web content, speeches, video scripts, and other communication presentation materials. The firm should use established proofreader editing marks and established style guides (i.e., associated press stylebook, county manual of style, etc.)
• Media communications training: provide services relating to message development, on-camera training and practice, and speech presentation skills, as needed. Media training needs vary based upon new agency executive staff and new members to the agency board of administration.
• Executive communication and presentation training: intensive training in high-stakes communication, stakeholder storytelling, and presentation delivery for executives and emerging leaders.
- Applied Insight Services and Consulting
• Applied and custom research - advanced and custom research design and execution: design and implement complex, multi-method research projects to address critical organizational challenges, that may include leveraging big data (massive, complex datasets—characterized by high volume, velocity, and variety—that traditional data processing software cannot manage), advanced analytics, and cutting-edge research methodologies, such as machine learning, simulation modeling, scenario analysis, and synthetic research.
• Big data integration and predictive modeling: harnessing large-scale, structured and unstructured data sources, including real-time and longitudinal datasets, to generate predictive insights, inform strategic decisions, and identify emerging trends.
• Program and impact evaluation - impact and systems analysis: rigorous evaluation of initiative, program, intervention, organizational, social, and economic impact using a variety of advanced and multi-method research designs and models to uncover drivers of change and quantify value creation.
• Knowledge translation and insight dissemination: development of research briefs, white papers, and actionable recommendations, including workshops and briefings to translate complex findings into strategic guidance for diverse audiences.
