The Vendor is required to provide communications, media, and marketing services for include:
- Communications audit report with recommendations
• Review existing messaging, branding, stakeholder communications, and presentations for raising county and other county programs
• Identify gaps, overlap, and opportunities for enhancement and differentiation
- Within three months of contract award, develop target messaging and collateral materials for policy makers related to the value, success, and outcomes of raising county and other county programs serving children, youth, and families.
- Messaging framework tailored to each county program and target audience, including but not limited to:
• Taxpayers
• Families in need of childcare and out of school time services
• Individuals and families seeking county services
• Nonprofit organizations and community partners
• Employers
• Local media
• Policy makers
- Marketing strategy and planning
• Advice on overall marketing activities
• Engage in market research activities, as required
• Develop strategic marketing and advertising plans (including media planning and placement for social media and streaming ads)
• Measurement program to outline performance metrics, targets, and benchmarks to measure the success of media, marketing, and outreach campaigns
• Develop an annual marketing plan and implementation guide, including timelines and a menu of options and associated costs
• Draft press releases and opinion pieces
• Staff and a third-party evaluator to create messaging and collateral materials clearly articulating the quantitative and qualitative results of raising county and county investments
• Outreach media to secure local TV and radio segments
- Digital marketing strategy and production
• Advice on digital and content strategies (including social media campaigns, newsletter, and website)
• Create analytics reports for campaigns that track impressions and conversions
• Collaborate with county staff to design and copyright social media and streaming ads.
