The Vendor is required to provide comprehensive inmate communication system designed to meet the operational, security, and rehabilitative needs of the county’s correctional facilities.
- Solution must include, at a minimum, inmate telephone services with monitoring and recording capabilities, secure inmate tablet services, video visitation functionality, electronic messaging (e-messaging), mail management services, and data retention and reporting tools.
- Mail services may include, but are not limited to, the secure processing, digitization, screening, and delivery of inmate correspondence in accordance with facility policies.
- communication monitoring and investigative support capabilities designed to assist the county in identifying communications that may require review or follow-up by designated county personnel.
- Include monitoring tools related to telephone calls, tablet-based messaging, digital mail services, video visitation, or other communication platforms provided under the contract, where applicable.

• Complete the installation, transition, and cutover of all proposed systems in accordance with a mutually agreed-upon implementation schedule.
• There shall be no disruption or downtime in critical inmate communication services, including telephone and approved electronic communication systems.
• Coordinate closely with county departments, including the sheriff’s office and jail administration, to ensure all installation and transition activities are aligned with facility operations, security requirements, and service continuity.
• Prior to installation, the vendor shall conduct site visits to assess existing infrastructure, confirm logistical requirements, and finalize deployment strategies.
• Fully responsible for providing all necessary materials, equipment, software, and labor required to complete system installation, integration, and activation.
• Include a comprehensive implementation plan that outlines:
o Phased deployment strategy
o Key project milestones
o Resource allocation
o Coordination with existing service transitions
o Estimated timeline for each phase

• The full range of system capabilities offered within their comprehensive inmate communication solution, including telephone, tablet-based communication, and electronic messaging services, where applicable.
• Systems shall include functionality to support real-time and recorded call monitoring and playback (for telephone services), secure messaging and communication monitoring (for tablet and electronic messaging services), secure data storage with reliable retrieval mechanisms, and detailed reporting features such as call detail records (CDRS), message logs, and usage analytics.
• System shall incorporate automated controls for inmate communication activity, including features such as three-way call detection and prevention (for telephone services), monitoring and review of electronic communications, multilingual support (with English and Spanish as a minimum), and controls to ensure communications are conducted in accordance with facility rules and security requirements.
• Telephone services, billing procedures must ensure that charges are applied only to accepted and completed calls, with no charges for incomplete or unaccepted attempts, in compliance with applicable regulations.
• County reserves the right to establish, modify, or expand system capability requirements at any time, as necessary to support facility operations, maintain security standards, and ensure alignment with evolving policies, regulatory requirements, and operational priorities.
• Solutions that are flexible, scalable, and capable of adapting to future enhancements, technology changes, and county-directed adjustments without disruption to ongoing services.
