The Vendor is required to provide promotional process services for include:
- General requirements:
• Perform a job task analysis for the positions of EMS captain, and EMS battalion officer.
• This analysis will include, but shall not be limited to: surveying supervisors and incumbents in a job analysis questionnaire, compiling incumbent and supervisor ratings, preparing results with appropriate descriptive statistics, preparing results of the analysis with the appropriate descriptive statistics to identify and verify the critical, frequent, and necessary tasks related to the essential functions of becoming and maintaining the role of a an EMS captain and EMS battalion officer;
• Identify and assess appropriate and commercially available, preferably validated, written and physical assessment instruments and create valid assessment for these positions based on the job task analysis results, minimizing adverse impact on any and all protected class.
• The assessments shall include at least assessments centers for promotional processes;
• Provide any and all work to ensure assessment(s) are valid for beach department of emergency medical services;
• Conduct a content and criterion validation or transportability study for the recommended assessment(s) t instruments, using incumbent data as performance measures.
• Development of valid promotional assessment centers with recommendations for scoring in accordance with federal and professional standards and requirements, including but not limited to the equal employment opportunity commission uniform guidelines for employee selection procedures;
• Provide comprehensive feedback and review and appeal processes for participants in promotional assessments;
• Provide support, including expert witness testimony, in the event of a legal challenge, and other related consultant services;
• Optionally submit an additional add-on component to the proposal to perform a job task analysis for EMS entry-level employees and develop and validate physical agility testing for EMS entry-level employee candidates.
- Specific requirements
1. EMS captain and EMS battalion officer:
• Perform a job analysis for the ranks of EMS captain and EMS battalion officer using industry and professional standards.
• Perform transportability studies to identify applicable validated assessments, based on job analysis conducted for the ranks of EMS captain and EMS battalion officer.
• A survey of cities comparable to state to determine a comparison of service and educational requirements utilized and what promotion methods have been effective.
• The development of assessment centers based on the job analysis and as prescribed by the uniform guidelines for employee selection procedures.
• Develop content valid processes and be qualified and prepared to serve as an expert witness if legal challenges are made.
• Comprehensive feedback review and appeal process for candidates in promotional processes.
• Diverse pool of assessors from similar sized and staffed EMS departments to sit on the various assessment panels used in the promotional processes.
• Develop process according to policy as approved by the city manager, city attorney, human resources director, and the EMS chief.
• Develop and issue to candidates, in the manner deemed appropriate by the city, information to aid candidates in preparing for the assessment centers.
• As prescribed by the uniform guidelines for employee selection procedures and in accordance with professional standards, prepare and provide to the city, prior to the administration of any assessments, a written report including, but not limited to:
o Demonstrated linkages between job analysis, job tasks, and assessment centers.
o Validation strategy.
o Method of ensuring that the process is fair and unbiased.
o List of reading resource material for written tests (if applicable).
2. Provide some administrative support, including but not limited to:
• Photocopying test materials.
• On-site administration of assessments.
• Scoring of assessments.
• Oversight of challenge process.
• Tabulation of all phases of the process.
• Development of eligibility list.
• Development and issue of individual letters to candidates providing scoring detail and comprehensive feedback on process performance including summary of assessor comments.
