The Vendor is required to provide qualified consultants to provide public outreach for the measure m environmental mitigation program.
- The Environmental Mitigation Program (Program) fulfills Measure M commitments by providing environmental mitigation for freeway projects through habitat preservation, restoration, and long-term management.
- These events provide the public with limited access to the Preserves, supporting community education and awareness of conservation, habitat restoration, and environmental stewardship.
- Consultant shall:
• Develop and implement outreach strategies aligned with Program goals
• Conduct community and stakeholder engagement activities
• Produce and distribute communications materials
• Maintain stakeholder databases and outreach lists
• Support Program branding and identity consistency
• Provide multilingual and accessible communications
• Track outreach metrics and provide ongoing reporting
• Deliver final documentation and all work products to agency
- Project Management and Administration
• Provide overall project management and coordination
• Designate a Project Manager as primary point of contact
• Coordinate regularly with agency
• Participate in meetings as requested
• Submit monthly invoices and progress reports
• Track budget, labor, and direct costs by task
• Maintain project files and provide a complete digital archive at contract conclusion

• Develop messaging and outreach materials in coordination with agency
• Produce print and digital collateral (fact sheets, flyers, social media, web content, video production, etc.)
• Maintain and update Program website content, as directed
• Ensure consistent application of Program branding
• Provide translation and accessibility compliance
• Submit all materials to agency for review and approval prior to distribution
- Docent-Led Events and Special Events
• Promotion of docent-led hikes and equestrian rides
• Event planning, logistics, and coordination
• Outreach to increase awareness and participation
• On-site support for events, as needed
• Development of event materials and communications
• Post-event summaries and documentation.
