The Vendor is required to provide government affairs consultant or firm to provide comprehensive government relations and lobbying services.
- These services will enhance the college’s ability to:
• Monitor legislative and regulatory activity
• Advocate for policy initiatives aligned with institutional goals
• Identify and pursue funding opportunities
• Build strategic relationships with key stakeholders

1. Legislative strategy and policy advocacy
• Provide strategic guidance on policy issues affecting the college and its community impact.
• Monitor, analyze, and report on relevant legislation and proposed regulations, primarily at the state level, with federal monitoring provided as needed.
• Advise the college on legislative priorities and develop strategies to influence policy decisions.
• Assist in preparing testimony, position papers, and other communications for legislative bodies and stakeholders.
2. Financial resourcing and funding
• Potential state and federal funding opportunities, including grants, earmarks, and appropriations.
• Develop strategies to secure public funding for the college’s initiatives and capital projects.
• Provide ongoing advice on financial resource management and grant application processes.
• Support advocacy for state and federal budget allocations beneficial to the college.
3. Lobbying, coalition building and public relations
• Provide direct lobbying services to advance the college’s legislative and financial goals.
• Build and maintain relationships with key policymakers, legislators, and other influential figures at the state and federal levels, while also advising and shepherding the president and designees in the same process.
• Broker as well as represent the college in meetings with government agencies, legislative committees, and other relevant entities.
• Advise on the development of public relations and media strategies to build public awareness of the college's initiatives, especially of political importance.

• Advise on messaging and communications to elevate college nationally.

• Include federal updates in regular reports.
• Provide targeted briefings and track engagement and funding activity.
