The Vendor is required to provide media buyer services to enhance the marketing and promotion of its wide range of programs, events, and services, and to ensure the highest possible return on the city’s paid advertising investments.
- Advertising purchasing agent for all forms of paid advertising, including, but not limited to: television, radio, social media, digital, display, print, non-traditional, out-of-home, and emerging advertising and media platforms.
- Requirement:
• Meet with city staff in person, online, or by phone to understand communications objectives and strategies; discuss paid advertising needs; and provide advertising, marketing, and communications consultation and planning.
• Updates on local and regional media target demographics, ratings, audience segmentation, and advertising rates across all traditional, digital, and emerging platforms.
• Inform the city of available advertising specials, opportunities, and new media market trends, including developments in streaming, digital audio, programmatic advertising, influencer marketing, and other emerging channels.
• Collaborate with the city’s communications bureau and other city departments to develop strategic, efficient, cost-effective, and data-driven marketing and advertising plans.
• Negotiate with advertising vendors on behalf of the city to obtain the best possible value for the city’s advertising funds.
• Understand and help manage the city’s comprehensive advertising investment across all platforms, including:
• Television, radio, print, display, and out-of-home
• Social media and digital advertising
• Streaming and connected TV (CTV)
• Digital audio and podcast platforms
• Programmatic advertising networks
• Influencer and creator-based media
• Mobile, SMS, and geo-targeted advertising
• Smart-device and voice-assistant platforms
• Digital audio out-of-home (DAOOH) networks
• Transit, mobility, and rideshare-based advertising
• Gaming, esports, and community-based digital networks
• Leverage the city’s purchasing power to seek and request additional value-added promotions such as bonus spots, cross-media advertising, community calendar listings, public service announcements, in-person appearances, or other relevant opportunities.
• Directly order and reserve advertising on the city’s behalf across all approved platforms.
• Maintain accurate records and provide a clear, concise, and auditable process for invoice payment processing for all advertising procured on behalf of the city.
• Maintain a close working relationship with the city’s designated accounting staff to ensure efficient procurement and payment processing.
• Comprehensive reporting and analytics, including but not limited to:
• Post-campaign performance summaries
• Reach, impressions, frequency, and engagement metrics
• Digital analytics dashboards or reports
• Cost-per-result analysis
• Recommendations for optimization based on performance data
• Quarterly and annual summaries of advertising activity, spending, performance, and trends to support city planning and budgeting.
• Ensure compliance with all applicable advertising standards, accessibility requirements, and city policies.
