Campus Safety Systems Assessment and Strategic Planning Services

The Vendor is required to provide campus safety systems assessment and strategic planning services for include:
- Field validation and on-site assessment
• Audit must include physical, on-site validation of conditions and not rely solely on system inventories, drawings, or maps.
• Contractor at a minimum shall:
• Conduct walkthroughs of specified campus areas
• Validate camera placement, field of view, and obstructions
• Observe environmental and operational conditions affecting performance
• Pay special attention to campus entrances which include all primary and secondary vehicular access points, including informal or uncontrolled ingress routes where feasible
- Daytime and nighttime assessment
• Assess camera performance in both lighting conditions.
• Identify degradation in image quality at night
• Evaluate whether current coverage meets intended DORI levels after dark
- Integration with broader campus safety systems
• Include a targeted, high-level review of selected related safety systems that directly interact with or impact the effectiveness of video security.
• The high-level review shall include, but is not limited to the following:
• Access control systems
• Emergency call boxes / blue light phones
• Dispatch and response workflows (university police department)
• Emergency notification systems
• Confirm the recommendations support a layered and coordinated safety strategy, rather than treating cameras as a standalone solution.
• Understand the review is intended to inform video security recommendations and identify integration opportunities, dependencies, and gaps.
• The review is not meant to imply a full audit of access control, emergency communications, or other campus safety systems.
• Assess how video security aligns with access control systems to include, but not limited:
• Coverage at controlled entry/exit points
• Visibility into “door activity”
• Alignment with key operational risks.
