The Vendor is required to provide communications and public engagement support for strategic communications support, creative services, campaign support, and specialized technical assistance to the community education and information (CEI) unit within the office.
1. Strategic communications consultations
• Strategic communications consultation and recommendations to county leadership and CEI staff.
• Recommendations and technical consultation regarding communications strategies for county staff review, modification, and approval.
• Consultation regarding stakeholder communications, public engagement, and reputation management.
• Assist with communications planning for complex or high-profile projects.
2. Crisis and issues communications consultation
• Consultation related to emerging issues, incidents, public health events, and crisis communications.
• Consultation and best-practice guidance to county staff responsible for communications strategy and message development.
• Support communications preparedness and response activities.
• Participate in planning meetings, exercises, and after-action evaluations as

• Assist CEI county staff with planning, implementation, and evaluation of public information, education, outreach, and behavior-change campaigns.
• Conduct audience research and market analysis.
• Identify target audiences and effective communications channels.
• Subject matter expertise, research, benchmarking, and recommendations to assist county staff in developing campaign messaging and outreach strategies.
• Support campaign implementation and performance evaluation.
4. Community engagement and outreach strategy
• Consultation related to emerging issues, incidents, public health events, and crisis communications.
• Consultation and best-practice guidance to county staff responsible for communications strategy and message development.
• Support communications preparedness and response activities.
• Participate in planning meetings, exercises, and after-action evaluations as requested.
5. Advertising and media planning
• Develop media plans and placement recommendations for county review and approval.
• Identify communications channels most likely to reach priority audiences.
• Purchase, place, and manage advertising across approved communications channels.
• Coordinate advertising placements with mainstream, ethnic, multicultural, and community media outlets.
• Monitor performance and provide reporting and recommendations.
6. Research, evaluation and reporting
• Conduct audience research, environmental scans, and benchmarking activities.
• Evaluate communications initiatives and campaign effectiveness.
• Prepare reports, findings, recommendations, and performance analyses.
• Support development of communications-related metrics and evaluation frameworks.
