The Vendor is required to provide marketing and public relations (PR) firm to supplement internal resources with specialized expertise in general marketing, public relations, digital communications, and community engagement.
- PR firm should have knowledge of local issues, stakeholders and community dynamics.
- The firm should have extensive experience providing:
• Experience supporting utility, infrastructure, or public-sector projects
• Social media strategy and execution
• Community outreach and public engagement expertise
• Media relations capabilities
• Support for public meetings and stakeholder communications.
- Requirement:
• PR firm’s role is to plan and execute transparent, accurate, and accessible communications and engagement aligned with the project’s phases, milestones, and decision points.
• Support orderly, transparent processes for entitlements and approvals while maintaining the integrity of public involvement.
• Develop a project-specific communications and engagement plan aligned to the conceptual planning and entitlement strategy
• Launch initial digital content and updates, including website landing page, newsletters, and social media posts.
• Prepare a parallel, separately branded communications and engagement plan focused on conceptual master planning and entitlement strategy for private parcels.
• Prepare and disseminate plain-language explanations of proposed zoning, comprehensive plan amendments, platting, and environmental permitting.
• Maintain accessible digital channels with updates, documents, and engagement opportunities; track analytics
• Provide public information support for entitlement processes for private parcels with distinct materials and channels.
• Develop construction-phase communications: schedule notices, safety messages, traffic and access updates, and mitigation information.
• Maintain ongoing community relations with neighborhoods and businesses; provide annual updates and performance highlights.
• Produce monthly progress summaries and engagement reports.
