The Vendor is required to provide to install, maintain, host and operate a web-based inmate communication system, including telephones, tablets and money kiosks at the county.
- General requirements
1. Turnkey system including all hardware and software
• The system must be a turnkey system and service that includes all hardware and software, including the telephone network, circuits, monitoring and recording system, call-control system, secure database, telephones, tablets and money kiosks.
2. Hosted internet-based system
• The system must be a hosted and internet based application that is securely accessible by county administration via the internet from anywhere, at any time, including from mobile devices such as cellphones and tablets.
3. Online account creation and management options for called party
• The system must provide proactive online account set-up and management options for the inmates’ friends and family (“called parties”) who are not able to accept collect calls.
• Offerors must describe how the proposed system meets the foregoing requirement
- Telephone equipment and related equipment
• Provide, and install in each housing unit, a sufficient number of non-coin, inmate telephones composed of durable equipment suitable for jail environments
• The telephones, vendor shall provide, and install, all telephone all hardware and software, including the telephone network, circuits, monitoring and recording system, call-control system, secure database, and telephones at no charge to the county.
- Technical requirements:
1. Inmate tablet minimum requirements
• Display the inmate name and id number on the screen and are each uniquely identified
• Have been wiped of any residual operating systems
• Are equipped with the following security measures to harden the firmware on the tablets:
• Browser, contacts, calendar, native phone and messaging clients have been removed.
• No option for users to change the settings.
• Bluetooth and cellular wireless radio has been disabled, except for WIFI.
• Users are prevented from installing and un-installing applications.
• Authorized apps are pushed to the tablets through an app state management process.
• No access to the third-party app stores.
• Must allow phone application usage of that tablet from only the county where the inmate is located;
• Possess security measures that prevent inmates from network breach.
• Offerors must describe the security measures.

- Call identification
• The system must identify to the called party that a call is from the county and the name of the inmate placing the call.
• The system must allow the inmate to record their name one time and store this recorded name for all future calls.
