The Vendor is required to provide strategic organization development consultant services for include:
- Institutional strengthening and strategic development plan
• Conduct an institutional and capacity assessment of the department, including staffing, systems, legislation, equipment, and budget
• Identify gaps and develop a phased development roadmap (1, 3, and 5 years)
• The vision, mandate, and functional structure of the environment unit
• Develop a costed 3–5 year strategic development plan aligned with national priorities
• Provide ongoing strategic planning and operational support to the department
- Organizational design and capacity development
• Develop a proposed organizational structure and organogram
• Prepare detailed job descriptions for priority positions
• Develop a phased staffing and hiring plan
• Cabinet-ready additional staffing justification memo, including salary benchmarking where feasible.
- Climate finance, policy support and project development
• Identify and map funding opportunities (multilateral, bilateral, regional)
• Develop a resource mobilization plan and funding pipeline
• Prepare 4–7 project concept ideas, sourcing possible funding
• Develop an internal concept note template tailored
• Support preparation, review, and quality assurance of project deliverables
- Stakeholder engagement, coordination and systems strengthening
• Train staff on how to coordinate stakeholder engagement, data collection processes, or other assessments.
• Train staff on how to plan and facilitate inclusive consultations with government, private sector, civil society, and vulnerable groups
• Train staff on how to support validation of adaptation priorities, policies, and plans through participatory processes
• Develop data collection tools and a tool to document success stories, lessons learned, and best practices
• Establish a monitoring and evaluation (M&E) framework, including reporting tools
• Develop operating standards or guidelines covering environmental review processes, inspections, project development cycles, stakeholder engagement, and file management
• Create workflow systems and operational planning templates (daily, weekly, monthly)
• Ongoing technical and day-to-day operational support to the department
• Develop a comprehensive communications strategy for the department of physical planning and environment.
