The Vendor is required to provide economic development strategic plan services for (a) establish strategic goals that guide the county’s long-term vision for economic and workforce development; (b) analyze the county’s current economic conditions by region and sector; and (c) provide strategic, actionable recommendations to support business retention, recruitment and expansion, growth in diversity of jobs for various skillsets and career pathways, and a resilient economic environment.
- Strategic direction/action plan:
• Using the findings from the economic development strategic goals, existing conditions assessment, cluster analysis, and stakeholder and community engagement workshops, the consultant shall prepare a series of prioritized, implementable recommendations the county can pursue to foster a more business-friendly environment, align workforce development with industry needs to generate long-term economic growth and resilience in the key focus areas, and support the needs of local businesses and communities.
• Consultant should explore the opportunities for forming entertainment districts, overhauling the county’s agricultural tourism regulations, and attracting film shoots to the region. Recommendations should also explore the possibility of “de-regulation,” which refers to reducing the regulatory burden on established and establishing businesses, promote sectors identified as thriving or emerging in the cluster analysis, support small and microbusiness, and empower the creation of career-oriented jobs.
• Each recommendation should include the purpose and desired outcome of the initiative, the lead department or partner responsible, key milestones and timelines, required funding and staffing resources, performance measures, and how progress will be monitored and reported.
