The vendor required to provide planning and development fee study for a five-year contract, in accordance with the specifications and provisions contained herein commencing on or about July 01, 2026, or the “effective date” which is upon award by city council.
- Objectives
• Provide overall project administration services, that includes collaboration with department staff, steering committee, city leadership, industry stakeholders, and the community.
• Conduct a comprehensive user fee study and recommend updates that are fair, transparent, replicable, and consistent with best practices in the industry.
• Identify and recommend strategies for long-term financial stability and resiliency.
- Project administration
• Conduct bi-weekly status meetings (virtual or in-person).
• Provide monthly written progress reports tied to invoicing.
• Prepare and deliver presentations and briefing materials for audiences, including city management, elected officials, and stakeholders.
• Facilitate up to six (6) steering committee (SC) meetings over the duration of the project.
• Provide ongoing support, including participation in city council briefings and public hearings as required.

• Perform comparable city and industry standards survey and report on findings.
• Identify services and programs currently provided at no charge and recommend potential fees or surcharges to cover applicable operating and capital expenses, to include:
o Activities or expenses associated with annexations,
o Regulatory compliance,
o Historic preservation,
o Training and
o Technology maintenance and replacement.
• Identify obsolete or unnecessary user fees and recommend potential removal or replacement of fees as appropriate.
• Research and evaluate time requirements and other cost inputs necessary to recommend full-cost recovery user fees for planning, zoning, plan review, and inspection activities, including recommendations to update miscellaneous building fees.
• Review and update of assumptions from the 2020 study, including shifts from paper to digital plan submission.
• Identify and recommend industry-accepted strategies to help support affordable housing initiatives.
