The Vendor is required to provide comprehensive insurance broker services, including risk management consulting and placement of property insurance for all city owned or leased real property.
- Broker Services
• Negotiate with current insurer for improvements to coverage and pricing.
• Prepare insurance coverage specifications and marketing plans prior to expiration of current policy or at the request of the City's Risk Manager.
• Recommend to the City yearly premium goals and possible policy improvements in coverage.
• Provide all insurer quotations on a "net basis" with recommendations of which proposal would best meet the City's need concerning coverage and cost.
• Provide written interpretation of market quote analysis to also include details on any insurance company that declines to offer a quote and make recommendations to the City Risk Manager for final insurance selection that meets the insurance needs of the City and its exposures.
• Provide a policy summary spreadsheet of all policies including carriers, premiums, policy term, and policy numbers Sir/Deductibles and annual premium.
• Check all binders and endorsements for accuracy and follow up on any changes in coverage during policy period and provide accurate endorsements of policy changes.
• Benchmark similar entities including coverage limits, types of policies, SIR limits and cost.
• Maintain a copy of all policies of client and provide separate copies of all policies in one concise binder with coverage tabs for each policy. Broker will also provide an electronic copy of the same.
• Review insurance carrier inspections recommendations for appropriateness when asked by the City.
• Provide a high level of service for day-to-day contact on insurance matters including loss control.
• Advise City Risk Manager in the development and reviewing of contractual insurance standards and provide advice as to the appropriate types and levels of insurance for proposed City contracts and other documents for applicability, accuracy and consistency as needed.
• Monitor, notify, advise and provide information to the City Risk Manager on pending or new legislation at both the state and federal level.
• Act as liaison/advocate between the City and insurance underwriter(s).
• Provide applicable training services to City staff on insurance, risk management and safety topics as needed.
- Aviation Insurance Broker
• The agency/broker must furnish an errors and omissions certificate of insurance prior to contract award. Limit of liability must not be less than one million dollars ($1,000,000.00). The amount of any deductible over five thousand dollars ($5,000.00) must be shown.
• Must be full-time in the insurance business and have a total premium volume of at least ten million dollars ($10,000,000.00) for all lines of insurance written excluding income from any real estate operations.
- Other broker services include but not limited to:
• Negotiate with current insurer for improvements to coverage and pricing.
• Prepare insurance coverage specifications and marketing plans prior to expiration of current policy or at the request of the City's Risk Manager.
• Analyze proposals received from various insurance companies and other parties.
• Negotiate changes and verify the reasonableness of the price for the coverage period.
