The Vendor is required to provide brokers for the placement of a Broker of Record/Fee Based Consultant for its self-insured Medical, Dental, Vision, Flexible Spending Account (FSA), basic and supplemental life, LTD, accident, diabetes disease management, COBRA administration for approximately 2,700 benefit eligible employees including agency employees (7 agencies) and retirees.

- Plan Selection and Installation
• Solicit competitive bids, evaluate proposals, and make plan design recommendations.
• Negotiate contract rates and terms including multiyear rate caps.
• Review and facilitate the final summary plan documents and benefit summaries.
• Assist with evaluating the retiree health program.
• Consult with the county on a continuing basis in a timely manner on any and all significant matters and developments regarding the progress of third-party service issues.
• Provide complete actuarial underwriting services for medical and dental benefit plans provided to employees and retirees of the county including gasb-45.
• Review and verifying issued contracts including agency.
• Analyze claims experience and projecting renewals.
- Open Enrollment
• Review and verify accuracy of plan documents for booklet and intranet.
• Assist with on-site and off-site open enrollment meetings, if necessary, (approximately 22 meetings at various hours of the day at different County locations).
- Ongoing Services
• Interact one-on-one with employees as needed to resolve problems while presenting the
• County's benefits in a positive light.
• Assist support staff in the absence of Benefits staff as needed.
• Resolve problems with carriers on operational, procedural, billing and claims issues.
• Assist in ensuring that all plans are in compliance with all appropriate governmental laws and regulations, both state and federal, including, but not limited to: HIPAA, PPACA, COBRA, etc.
• Provide and update carrier contact reference sheets.
• Analyze and report on claims experience.
• Coordinate and facilitate quarterly meetings with the County to review performance to date.
• Understand, explain, and advocate for County interest and viewpoints with complete transparency and disclosure of all third-party vendor relationships.
- Other Services
• Keep the County apprised of industry developing trends and opportunities (e.g. state health plans, wellness programs).
• Offer Innovative solutions for reduction of overall healthcare expenses.
• Conduct local area survey of employer contributions.
