The vendor is required to provide and maintain foot traffic data and analytics software to the city’s parks and recreation department to provide data-driven insights supporting the development and Management of future projects, services, and events.
- Data collection and analytics
• Software will utilize anonymized mobile cellphone location data to collect foot traffic data for the city’s defined geographic areas.
• Software will have the capability of geofencing specific city locations of varying sizes. for example, geofencing tags may be applied to entire parks/buildings or to specific amenities such as tennis courts.
• Using aggregated data, the software will provide an analysis of the following areas of interest, at a minimum:
o Visit trends, such as:
1. Total number of visitors to a location within in a specified timeframe
2. Frequency of return visits by a single individual
3. Visit volumes by time hour/day
4. Length of stay or dwell time o Consumer insights, such as:
1. Demographic information
2. Customer journey (i.e., transportation type, other locations visited before and after park site visit)
3. Presence of any disabilities
o Proximity insights, such as:
1. Businesses/events functioning at the time of visit
- Reporting
• The reporting platform will provide real-term and historical data, with a minimum four-year search capability desired.
• The reporting platform will suggest reports and allow users to generate custom reports which may be used to:
o Advise parks & recreation master plan
o Inform services provided by the department
o Prioritize Park rehabilitation
o Advertise events/park services
o Create sponsorships/partnerships
o Identify differences in parks
o Feedback for events/programs
o Investigate changes over time
o Benchmark against other cities
o Inform where deeper study through surveys may be needed
- Training
• Contractor will provide user interface and custom reports training for up to five (5) system users, to include recommendations for reports based on the city’s needs.
- Maintenance
• Contractor shall host, maintain and regularly update the software and platform.
• Provide additional training as features change or are updated.
• Provide technical and analytics support to system users, as needed.
- Data security
• Without limiting contractor’s obligations pursuant to this agreement, contractor shall implement administrative, physical and technical safeguards for the protection of anonymized and aggregated data that are no less rigorous than acceptable industry standards, and shall ensure that all such safeguards comply with applicable data protection and privacy laws, statutes and regulations.
