RFP Description

The vendor is required to provide from qualified firms to conduct a repetitive loss area analysis (RLAA) that meets the requirements of activity 510 (floodplain management planning) of the FEMA national flood insurance program (NFIP) community rating system (CRS).

1. Identification and mapping of repetitive loss areas
• Obtain the most recent repetitive loss list from FEMA or the city’s CRS coordinator.
• Utilize GIS and floodplain mapping resources to identify and delineate repetitive loss areas.
• Conduct a site assessment of identified repetitive loss areas, including field visits where necessary.
2. Public outreach and engagement
• Notify all property owners within repetitive loss areas about the RLAA process and opportunities for input.
• Conduct public meetings and/or one-on-one engagement with affected property owners.
• Develop and distribute informational materials, such as brochures and website updates, explaining the RLAA and potential mitigation actions.
3. Coordination with agencies and data collection
• Engage relevant local, state, and federal agencies to collect historical flood data, drainage studies, and flood control project records.
• Review existing hazard mitigation plans, stormwater management plans, and flood insurance studies.
• Document previous and ongoing flood mitigation efforts within repetitive loss areas to support FEMA’s CRS evaluation process.
4. Risk and vulnerability assessment
• Conduct a detailed analysis of past flood events, including flood depths, damages, and insurance claims.
• Assess the flood risk to critical infrastructure, businesses, and vulnerable populations, aligning with risk evaluation requirements.
• Identify natural floodplain functions and environmental concerns relevant to mitigation planning.
5. Development of tailored mitigation strategies
• Evaluate structural and non-structural mitigation options, such as property elevation, acquisition, floodproofing, and improved stormwater management.
• Consider land use regulations, zoning changes, and building code updates that could reduce flood risk.
• Recommend priority mitigation projects for funding and implementation.
6. Compliance with FEMA’S CRS requirements
• Ensure that all RLAA components align with FEMA’S activity 510 guidelines to maximize CRS credits.
• Provide documentation necessary for CRS verification and community recertification, meeting requirements.
7. Preparation of comprehensive final RLAA report
• Compile all findings into a final repetitive loss area analysis report.
• Include maps, data tables, public feedback summaries, and mitigation recommendations.
• Present the final report to city officials and the CRS coordinator to facilitate CRS credit submission and approval.
