The vendor is required to provide the provision of counseling and related services normally associated with an employee and family assistance program.
- We are seeking a single service provider capable of providing a full-scale program as described below:
1. Assessment and counseling
• The vendor will be required to provide counseling as required to division employees and immediate family members (spouse and dependent children) seeking such treatment for, but not limited to, the following:
o Substance abuse (alcohol, drugs, etc.)
o Personal and family problems
o Financial problems
o Marital problems
o Spiritual problems
o Emotional problems
o Addictions
o Critical incidents exposure
• Provide assessments of all referrals, determine the nature of the problem and identify the most appropriate method of treatment
• The progress of all patients covered by this program is monitored and that appropriate and necessary follow-up support is provided.
• Provide a telephone access line staffed on a 24-hour-a-day basis.
• Telephone access will provide support and counseling for non-emergencies within eight hours and for emergencies within three hours.
• Provide counselors for in-person counseling Monday through Saturday during business hours, and at other times, as arranged, to accommodate irregular schedules.
• All counseling will be done by counselors holding professional qualifications and bound by a professional code of ethics.
2. Consultation, communication and information sessions
• Provide information to the director of education and/or the superintendent of human resources, including attendance at meetings as requested by division and providing advice to human resources staff and managers and supervisors regarding problems or concerns about troubled employees.
• Provide monthly statistical information to division regarding the nature of service provided, numbers of employees and family members utilizing the program by employee group, hours of services provided and such other statistical information as required by division.
• Provide an annual report by September 30th of each year for the previous twelve-month period ending august 31st to include summaries of numbers of employees and family members utilizing the program by employee group, hours of service provided categories of treatment and such other statistical information as required by division.
• Provide appropriate printed material in the form of brochures, posters and/or pamphlets suitable for advertising the program to division employees.
• The representatives of division and their medical advisors in complex return-to-work or duty to accommodate cases.
• The vendor shall make appropriate referrals for long term or specialized care after receiving approval from division representatives where additional fees and/or expenses are involved.
3. Confidentiality
• Provide its services to its clients in a confidential manner, unless otherwise required by law.
• This includes, to the conduct of counselors, reports and discussions regarding the program, locations of offices, booking of appointments, handling of case files, and telephone contact with employees.
