The vendor is required to provide eleven (11) sites for which security guard services are required.
- The safety administrator and building operations manager, utilities department, or designee will serve as the administrator of the security guard contract.
- All security guards employed include:
• Age requirement: shall be 21 years or older.
• Background investigation: shall have no criminal convictions.
• Drug screening: shall pass the drug test, as indicated above.
• Education: shall possess, at a minimum, a high school diploma or its equivalent, general education development (GED).
• Citizenship: shall be a citizen of the states or possess the necessary authorization from the immigration and naturalization service (INS), pursuant to the immigration reform and control act of
1986 and regulations thereto.
• Recognition skills: shall be able to read identification badges, credentials, and labels.
• Physical requirements: shall be able to walk, sit, stand, lift, and/or bend throughout a shift.
• Strength requirements: shall be able to lift, carry, or hold a visitor's baggage of a maximum weight of 40 pounds.
• Sight/color distinguishing ability: shall be able to distinguish color used in visual displays or badges, specifically red, green, blue, and yellow.
• Physical inspections: guards who perform physical searches of baggage shall be able to open and close latches, zippers, and screw caps; remove or feel beneath the baggage contents; and reach all sides and compartments of the bag.
• Hearing capacity: shall be able to hear and respond to the spoken voice, audible alarms, and telephone calls in an operational setting.
• Understand English: shall be able to understand and carry out instructions in spoken (oral) and written English regarding the proper performance of their position.
• Read English: shall be fluent in English and be able to read English language identification badges, credentials, and labels on bottles, cans, and packages.
• Speak English: shall be fluent in spoken English to be able to sufficiently understand English to answer questions and give comprehensible directions in English.
• Write in English: shall be fluent in written English to be able to communicate clearly and concisely on all daily reports, incident reports, and other forms or reports associated with guard duties.
• Shall pass physical exam that meets the physical requirements.
• Related security services including, but not limited to, crowd control, asset protection, building envelope security, and occupant protection.
• No security guard shall work in excess of sixteen (16) hours in a given twenty four (24) hour period nor work in excess of twenty four (24) hours in a forty-eight (48) hour period, to include off duty employment.
• Overtime shall be permitted, upon authorization by the safety administrator or authorized county designs’.
• Failure by the contractor to obtain pre-approval by the safety administrator or authorized county designee for overtime work may result in nonpayment of services by the county.
• Overtime shall be defined as approved service hours over forty (40) hours per guard, per week.
