The vendor is required to provide to design, install, and implement a comprehensive access control and video surveillance system across designated buildings at university.
- Access control system:
• Platform: utilize the on guard lenels2 access control system.
• Door hardware: install hard-wired electronic access control readers on the front doors of all designated locations as indicated in the attached document; this includes, but is not limited to, maglocks, electric strikes, and associated door hardware suitable for each door type and usage.
• Reader technology: implement a contactless smart card reader technology compatible with existing or planned university identification cards; specify the exact reader model to be used.
• Wiring: all access control components (readers, door position switches, request-to-exit devices, etc.) shall be hard-wired back to local door controllers.
• Controllers: install lenels2 intelligent controllers with sufficient capacity to manage the designated doors and future expansion; specify the controller model(s) to be used.
• Power supplies: provide appropriate UL-listed power supplies with battery backup for all access control hardware.
• Network connectivity: ensure secure network connectivity for all controllers to the central on guard server; specify network requirements (e.g., IP addressing scheme, bandwidth requirements).
• Integration: integrate the access control system with the university's existing or planned identification card system.
• Software configuration: configure the on guard lenels2 software for user management, access level assignments, scheduling, and reporting.
• System commissioning: thoroughly test all access control points to ensure proper functionality, including locking/unlocking, credential reading, door position monitoring, and alarm reporting.
- Video surveillance system:
• Camera types: install a combination of indoor and outdoor IP-based video surveillance cameras as specified for each location in the attached document; camera types may include fixed dome, bullet, and PTZ cameras, depending on the coverage requirements.
• Camera resolution and features: specify minimum resolution requirements (e.g., 1080p or higher) and desired features such as wide dynamic range (WDR), low-light performance, and motion detection.
• Lens requirements: specify appropriate fixed or varifocal lenses to achieve the desired field of view for each camera location.
• Mounting hardware: utilize robust and appropriate mounting hardware for each camera location, ensuring secure and stable installation.
• Wiring: all cameras shall be hard-wired using Ethernet cables (cat 6 or higher) supporting power over Ethernet (PoE) where applicable.
• Network video recorders (NVRS): install NVRS with sufficient storage capacity to meet the university's video retention policy (to be specified); ensure NVRS are securely located.
• Network infrastructure: ensure adequate network infrastructure (switches, bandwidth) to support the video surveillance system.
• Video management system (VMS): the on guard lenels2 system may have integrated video management capabilities; if so, utilize this; if not, specify a compatible VMS solution that can integrate with lenels2.
• Camera configuration: configure all camera settings, including resolution, frame rate, compression, and recording schedules.
• System commissioning: thoroughly test all cameras to ensure proper video quality, recording functionality, and network connectivity; verify integration with the VMS (if applicable).
- Integration (access control and video surveillance):
• Explore and implement potential integration points between the on guard lenels2 access control system and the video surveillance system (e.g., linking access control events with corresponding video footage).
