The Vendor is required to provide board's annual strategic plan process and annual governance best practices training, along with support for critical municipal administrative functions, including budget guidance, capital planning, human resource management, succession planning, retention strategies, and other key municipal services at the direction of the town manager.
- Provide ongoing implementation and annual review services, including:
• Oversight and support in tracking progress on the strategic plans five focus areas goals and initiatives.
• Organization and facilitation of annual retreat.
• Regular evaluation and recommendations for strategic adjustments.
• Facilitation of public input sessions and stakeholder engagement, as needed.
• Preparation of annual updates and reports on strategic plan implementation, as needed.
• Assistance in aligning town administration and departmental goals with the strategic plan objectives.
- Strategic plan implementation: the awarded vendor will provide expertise in managing, overseeing, and revising the strategic plan implementation plan; services include:
• Developing a structured annual review and reporting framework.
• Advising focus area leaders on the prioritization and resource allocation for strategic initiatives.
• Facilitating town administration, focus area leaders, select board and stakeholder meetings to help develop accountability measures, as needed.
• Providing recommendations for process improvements and updates to the strategic plan.
- This training will include:
• Best practices for onboarding new select board members.
• Provide refresher training for current select board members.
• Overview and review of the town charter and select board’s roles.
• Identifying responsibilities for daily municipal operations.
• Strategies and best management practices for effective collaboration and communication with town administration.
• Guidance on managing public meetings, community engagement, and decision-making processes.
• Issues that arise outside of the strategic plan. - General municipal administrative support
• Guidance and best practices for municipal budgets and financial planning.
• Capital improvement planning and forecasting.
• Human resources support, including recruitment, retention, and succession planning.
• Development of workforce strategies to ensure an efficient and effective municipal staff.
• Recommendations for organizational structure improvements.
• Assistance with policy development and implementation.
• General municipal administration support services as required by the town manager or select board.
