The vendor is required to provide to complete a major update to the city’s comprehensive plan and transportation master plan with a focus on economic development.
- Services shall include but not be limited to: community engagement, research and consultation on best practices, meeting facilitation, document drafting, and mapping, creation of supporting graphics, statistical analysis, and presentations to elected and appointed officials.
- A working tool and provide measurable, performance-based goals that can be implemented and evaluated at predetermined frequencies.
- Represent the city’s current and future opportunities with the goal of developing the city’s economic viability and sustainability;
- Develop commercial growth and jobs;
- Preserve and enhance the quality of life in city;
- Prioritize and facilitate the city’s unique culture;
- Identify ways to protect the city’s heritage and history,
- Identify and create a method to highlight city unique assets,
- Provide a vision for incorporating all types of residential developments from urban to acreage lots;
- Identify areas to attract large and small employers by providing for high commuter traffic for employees (cars/buses/large vehicles) daytime services, utilities and shovel ready dirt;
- Identify locations for heavy industrial employers such as manufacturing;
- Provide a vision for walkable social retail environments with vertical zoning for social retail nodes;
- Optimize the regional storm water plan to minimize flooding and create regional rather than individual detention ponds that provide a market demand multiplier and a walkable amenity;
- Explore floodplains for greenbelts, parkland, hike and bike trails that are highly visible and accessible to create a market demand multiplier;
- Conceptualize a master thoroughfare plan to create a market demand multiplier;
- Address the future land use plan for highest and best use;
- Disperse rather than consolidate poverty;
- Represent and consider neighborhoods, assets, challenges, businesses, residents and resources;
- Recognize regional trends in municipal planning, residential markets, land use and transportation.
