The Vendor is required to provide professional airport on-call planning services to establish guidelines for the efficient development of the city international airport.
- Provide a full range of aviation planning services to address airport planning requirements, (including but not limited to terminal, airfield, landside, transportation and airspace) regulatory needs, land acquisitions, programmatic development and construction services for both federally and non-federally funded projects at the airport.
- Services may include:
• Planning and programming for the airport’s capital improvement program (CIP), including:
• Update of CIP drawings
• Preparation of project definition reports, including detailed project description, rough order of magnitude (ROM) cost and projected sources/uses
• Preparation of independent cost/fee estimates (IFE)
• Research on state/federal funding for CIP
• CIP cash flow modeling and analysis
• CIP environmental analysis, compliance and documentation
• Research and preparation of available and future grant opportunities
• Grant writing
• Assistance with airport planning, general planning, land use studies and other analysis, including:
• Programming studies
• Environmental planning, act regulations and noise
• Forecast analysis
• Terminal analysis
• Airfield and terminal modeling
• Airspace and airfield analysis
• Landside and ground transportation analysis
• Economic and/or financial analysis
• Cost/benefit analysis
• Concessions planning
• Gate parking
• Intermodal/transit planning
• Financial planning support
• Create and/or validate design guidelines and criteria for capital projects
• Preparation of presentations and other planning materials/documents
• Planning assistance to assist in updating airport master plan
• Planning, development and programing for Southside redevelopment; assisting with grant funding, applications procedures and/or administration
• On-call staffing to support airport staff.
