The vendor is required to provide expert guidance and services related to the assessment, procurement, and implementation of a comprehensive asset management system (AMS).
- Business process review, requirements gathering, and RFP development
a. The consultant shall perform an in-depth, on-site review of current asset management processes and software needs assessment across all relevant departments, including:
• Current methods for tracking, managing, and maintaining assets.
• Integration of asset data across existing systems, such as GIS, ERP, and maintenance management.
• Existing asset lifecycle management policies and practices, covering acquisition, utilization, maintenance, and disposal.
b. The consultant is expected to conduct additional meetings as necessary to fully capture all requirements; at a minimum, the consultant shall assess and document:
• Current state findings and observations.
• Compliance with existing asset management policies and procedures.
• Types and classifications of assets managed (physical and digital).
• Relevant federal, state, and local regulations or standards.
• Existing software systems utilized for asset management.
• Data integration capabilities and limitations.
• Asset categorization, taxonomy, and metadata.
- Software selection, project management, and AMS implementation
• Coordinating closely with the selected software vendor and district departments to ensure system configuration meets identified requirements.
• Supervising integration efforts with existing district systems.
• Leading and managing data migration activities from legacy systems.
• Supporting organizational change and user adoption through training and engagement.
• The consultant shall recommend and support change management strategies that promote effective system adoption by district staff.
• This may include assisting with training plans, user documentation, internal communications, and post-implementation support strategies.
