RFP Description

The vendor is required to provide accessibility audit, assessment, remediation, training, and validation services for our websites and mobile applications.
- Provide to ensure that all web content and mobile applications, including any associated tools or platforms, are fully compliant with WCAG 2.1 at the AA conformance level, as required under the department.
- Provide audit reports that indicate out-of-compliance items and include detailed remediation steps and provide necessary training to internal teams to ensure ongoing compliance.
- Conduct a comprehensive audit of city websites, third-party vendors and mobile applications to identify and document accessibility barriers in line with WCAG 2.1 (version 2.1, level AA).
- Conduct both automated testing and manual review of the website(s) to evaluate compliance with ADA and WCAG 2.1 (level AA) standards.
- Conduct manual assistive technology testing (e.g. screen readers, voice recognition software, multiple web browsers) to evaluate website use by individuals with disabilities and prepare a summary of your process and findings including such information as agreed to between the parties.
- Focus on key accessibility elements, including, but not limited to:
• Navigational accessibility: keyboard navigation, screen reader compatibility, logical flow and interactive elements.
• Visual accessibility: color contrast, use of text alternatives for images (alt-text), and font size and text readability.
• Forms and inputs: accessible forms with labels, error messages and input validation.
• Multimedia content: captions and transcripts for videos, audio content accessibility and accessible controls for multimedia.
• Mobile and responsive design: ensure that mobile versions of the website comply with accessibility standards.
• Accessible links: proper link structure, descriptive text for links and avoidance of dead-end links.
• Accessibility of third-party tools: review of any third-party widgets, plugins or integrations to ensure they comply with accessibility standards.
- Provide a detailed report, combining results of automated and manual testing, outlining all accessibility issues for each website, mobile application and third-party application categorized by priority as determined in consultation between the successful proposer and the city.
- Remediation plan
• Develop a comprehensive remediation plan that includes specific steps to address all identified accessibility barriers.
• Provide a timeline for the completion of remediation tasks and allocate resources as necessary.
• Recommend and implement coding, design, and content adjustments to bring websites and mobile apps into compliance with WCAG 2.1.
• Ensure compatibility across all major browsers, devices, and assistive technologies used by the target audience.
- Validation and certification
• Conduct final validation testing to ensure that the websites and mobile applications meet WCAG 2.1 AA standards.
• Provide a final validation report, which will include detailed evidence of compliance with WCAG 2.1, as well as any recommendations for future audits or updates.
• Explain if services include ongoing support such as validating accessibility complaints received from users.
• Develop training materials, including accessibility guidelines, best practices, and resources tailored to the needs of the city.
