RFP Description

The vendor is required to provide for correctional healthcare services, including medical, dental, and mental health services.
- Targeted business enterprise participation
• Offerors are required to include targeted business enterprise (TBE) participation in their proposals, or to demonstrate they have used good faith efforts to include such participation.
• The TBE participation goal for this RFP is 5%.
- Develop for correctional healthcare services based on available documentation from the county, interviews and meetings with county subject matter experts, basic on-site assessment of the center and CJF, and which meets or exceeds the standards of the national commission on correctional healthcare (“NCCHC”) and american correctional association (“aca”) accreditation(s).
- Perform the following general tasks and activities:
• Perform a minimum of one (1) one-day, on-site review and a follow-up two (2) day on-site review of each facility.
• Perform interviews with key center and criminal justice facility (CJF) personnel to discuss correctional facility management and its effect on policies, procedures, and programs that affect health services.
• Perform interviews with key medical and mental health personnel to assist with departmentwide assessment and evaluation.
• Perform interviews with other key stakeholders, including county leadership, to identify any related needs or co-dependencies between correctional healthcare services and other county operations, initiatives, and objectives.
• Review the Christenson consent decree and interview and collaborate with:
o Appropriate office of corporation counsel (“OCC”) staff to ensure alignment between the RFP document and the requirements of the consent decree.
o The court-appointed monitor to identify concerns and ensure the RFP addresses those concerns and the county’s and the correctional healthcare provider’s compliance with the Christensen consent decree.
• Review the county audit report from the county office of the comptroller, audit services division to ensure the RFP addresses all recommendations stated in, and concerns raised by, the audit report.
• Review audit report by creative corrections in spring 2025.
• Review the annual audit report performed by the department of corrections.
• Review health policies and procedures to ensure alignment with best practices and NCCHC standards, recommend any changes, and include appropriate information in the RFP draft.
• Review and inspect the medication administration process, medication distribution system, third-party pharmacy contract, and pharmacy (medication room), recommend any changes, and include appropriate information in the RFP draft.
• Observe/examine/inspect the intake process, segregation, and general housing areas, nursing protocols, and equipment and supply needs for the medical unit, recommend any changes, and include appropriate information in the RFP draft.
• Liaise with county medical providers and county contracted medical providers, including employees of well path and trinity services group (correctional food service management master agreement), to identify any services provided, including dietician services.
• Collaborate with any dietician(s) providing services to the county to review policies, procedures, and findings and ensure they are aligned with best practices and NCCHC standards, recommend any changes, and include appropriate information in the RFP draft.
• Review security staff training regarding signs and symptoms of medical conditions, first aid and cardiopulmonary resuscitation, and suicide prevention, recommend any changes, and include appropriate information in the RFP draft.
• Observe/examine/inspect sick call process, intake screening process, health assessments, management of communicable diseases, process for chronic disease management, and mental health services through direct observation and examination of the health records, recommend any changes, and include appropriate information in the RFP draft.
• Review the controls of financial aspects of the contract, including the collection of fines, oversight of cost-control measures, and assessment of the measures’ effectiveness.
• Recommend cost-savings measures, contract compliance measures, or other mechanisms to contain and control costs and receive the most accurate and effective cost proposals.
- Objectives:
• Provide basic on-site needs assessment and information gathering for mental health and health care services for use in developing an RFP for correctional healthcare services for the center.
• Provide independent insight and guidance to the county sheriff’s office and house of correction to support county correctional entities and consult and advise on best practices for system choices for a mental health and health care services provider.
• Provide technical writing services for mental health and health care services RFP.
• Assess and recommend policy and procedure changes that can result in improved health care efficiency and effectiveness.
• Provide ad hoc briefings, as desired, on observations from the assessment with a final comprehensive exit conference to leadership.
- The County has an estimated budget of $50,000 - $100,000 for the requested services.
