RFP Description

The Vendor is required to provide a community analysis to formulate recommendations for appropriate staffing and deployment of firefighting and emergency medical service resources consistent with state and national best practices.
- The study shall include analysis of fire incidents, emergency medical incidents, and hazardous materials incidents, false and other alarms, incident patterns, unit hour utilization (UHU) workload, station location analysis, and response times.
- Assessment
• gather pertinent data and information.
• The consultant is responsible for all costs associated with obtaining third-party data, such as GIS. (Village staff will be able to provide: village boundaries, village fire protection boundaries, current fire station locations, and fire hydrant locations)
• Collaborate with the village and department staff to gather information and to evaluate current and future needs as it pertains to fire stations and personnel/apparatus deployment
• Conduct an operations efficiency evaluation and analysis of existing conditions of the buildings to form recommendations for a remodel or construction of a new facility or facilities.
• Identify recommended future fire station locations and phasing plan for station development/construction based on but not limited to:
1. Land use
2. Population
3. Density
4. Physical or other barriers
5. Future residential and commercial development
6. Transportation infrastructure
7. Apparatus and equipment deployment
8. Proper bay space for future needs
9. Relocation of police station planned for late 2028
10. Evaluation of existing stations current physical condition
• Response times:
1. Document and evaluate current call processing time, turnout time, travel time and overall response time
2. Evaluate the time currently required to deliver the full effective response force
3. Evaluation of incident and unit response concurrency to determine how multiple calls are affecting performance.
• Evaluation of current administrative space and future needs
• Evaluation of formal training space and future needs
• Work closely with other affected village departments, such as finance, public works, and transportation.
