The vendor is required to provide for ensure that safe, efficient, and complaint removal and disposal recyclable materials from various school sites, in accordance with applicable federal, provincial, and municipal laws and regulations.
• The proponent will be responsible for providing all necessary resources, including labor, supervision, and equipment for the removal, transportation, and disposal of single stream recyclable materials from schools and agency facilities centers as directed by the energy and environmental, and facility services departments of agency.
• A proponent will be responsible for collecting single stream recyclable materials from each school as specified in the agreement.
• Proponents must adhere to all provincial and municipal regulations governing the management of single-stream recyclable materials.
• Agency requires the collection of single stream recyclable materials from each listed site on weekdays, Monday through Friday, unless otherwise specified.
• Agency prefers pick-ups to be scheduled during times that minimize disruption to school operations and activities.
• The successful proponent shall at times provide sufficient personnel and appropriate equipment to maintain the established schedule of the recycling materials collection.
• Agency reserves the right to adjust the number of single stream recycling pick-ups with a minimum of twenty-four (24) hours’ notice, and agency will pay only for recycle materials disposal services received within twenty-four hours (24) notice.
• A consistent collection schedule for single stream recyclable materials will be established to ensure that each site is served at the same time and on the same day each week.
• Those sites that have bins near home must be serviced after 7.00 am.
• The proponent is required to provide copies of all relevant documents, including accreditation, certificates, and licenses, as mandated by applicable provincial regulations.
• The proponent shall be responsible for the collection and disposal of single-stream recyclable materials throughout the current school calendar, either according to the established recycling schedule or on an as -needed (call-in) basis.
• The schedule is subject to change at the discretion of the agency energy and environmental and facility services departments and any updates will form part of the service agreement.
• During summertime the requirement for pick-ups and disposal of recycling materials schedule is subject to change due to agency operational requirements.
• The proponent must replace any single-stream recycling container deemed unsafe or unsanitary by agency health and safety, energy and environmental, or facility services within twenty-four (24) hours of receiving a request from an agency representative.
• The recycling containers must be cleaned whenever they are removed from the site or school.
• The proponent will ensure that bins are cleaned off-site, and that all bins are leak -proof.
• The proponent must promptly notify the designated agency representative if any spills or debris are identified during the removal of recyclables materials.
• The proponent shall maintain collection vehicles in clean, and safe working conditions.
• The proponent will accept full legal liability for the proper transportation and removal of recyclable materials from agency facilities and schools.
• The proponent must assume responsibility for all costs associated with missed or non-pick-up materials.
• The proponent will be responsible for covering all costs associated with the clean-up of any environmental hazards resulting from a release, spill, leak, or other contamination caused by accident or negligence.
• Special pick-ups or collections shall be invoiced, and itemized individually, showing the date, location, bins picked up, applicable rate and total number of special pick-ups.
• All metal containers provided by the proponent shall be thoroughly cleaned, disinfected and deodorized both inside and out as frequently as necessary to ensure the bins remain sanitary.
• Bin containers must be fire retardant and lockable.
• Castors are not required. the design and cleanliness of the bins must comply with all applicable rules and regulations set by relevant government agencies including the city.
• Two weeks prior to the start of the contract, the successful proponent shall be permitted to place container bins at the required locations, if necessary.
• The proponent shall provide covered metal containers (bins or metal containers) with hinged lids near in the type, size, and quantity specified.
• These containers must be maintained in good repair and always kept clean.
• Proponents may propose alternative bin sizes with either plastic or metal lids, provided the total volume requirements are met.
• During the off- schedule period particularly in July and August, pick-ups at certain locations may be reduced to an “as requested basis” for recycling materials.
• The agency representative will inform the proponent of the start and end dates of the off-schedule period and establish an adjusted pick-up schedule, typically between July and August.
• For months that include both regular and off schedule service, the charges will be prorated accordingly.
• The proponent shall ensure all persons directly involved with the handling of recycling materials shall be trained regarding the use of safety equipment, emergency response equipment and personal protective equipment and all training required by occupational safety and health (ohs).
• The proponent must implement a comprehensive risk management plan that addresses loss prevention and minimization strategies in the event of a hazardous materials incident.
• This plan should demonstrate adequate risk management measures to ensure that, in the event of an incident, the proponent has exercised due diligence in compliance with the minimum standards outlined in the country environmental protection act (1999), the occupational health and safety act and the state environmental protection and enhancement act (1993).
• Agency representative understands the proponent is subject to rare adjustments outside its control, such as updated legislation, fuel costs etc.
• Any increase in costs not specified will require the proponent to provide documentation or evidence to support the increase.
• The agency representative and procurement department shall determine the validity of the extra cost proposal.
• Extra costs shall not be invoiced without prior agreement from agency representative.
• The proponent is responsible for all damage to their own equipment.
• If additional service is required, the agency representative will inform the proponent.
