The vendor is required to provide employment and other social services (“ESS”) for include:
• The ESS program provides employment and other social services to refugees during the period from arrival or grant of asylum until five years after arrival or grant of asylum.
• The program provides employability services in accordance with 45 cfr 400.154, including family self- sufficiency plan, aptitude and skills testing.
• The provider assists in preparing the refugee’s employability plan, job training, job development, job search, referral, placement, and follow-up, with the goal of full-time, permanent, unsubsidized employment.
• Including social adjustment, emergency services, counseling, home management, instruction on tenants’ rights, consumer education, day care for children, citizenship and naturalization preparation.
• Pursuant to 45 cfr 400.156, english language instruction and vocational training must be available outside normal working hours, so refugees can have both employment and these services to the extent feasible, services must be delivered in a manner that is culturally and linguistically compatible with the refugee’s background; services must be provided by women to the extent feasible when women are being served.
• The program is on a federal fiscal year cycle.
• The next cycle will begin October 1, 2025, and end September 30, 2026, with a possible one-year extension by mutual agreement.
• The anticipated grant amount for this program is approximately $45,000, subject to availability of federal funds. interested service providers are welcome to comment on the proposed scope of work and related matters.
