The vendor is required to provide assessments should be online and not require proctoring or monitoring.
a. State responsibilities
• Provide access to the decision makers on desired future skills.
• Provide access to the people whose skills are to be evaluated.
• Create and execute a communication plan for everyone at agency will be involved or affected.
• Provide guidance to the vendor as needed for implementation decisions.
b. Vendor responsibilities
• Provide the tools and processes for executing skill analysis.
• Implement and support the solution as in line with the requirements detailed below.
c. Learning content requirements
• Learning should be online, available 24/7 (99.98% uptime) and be accessible from any internet-connected device.
• Robust search capabilities are desired for individuals to find their own content and for managers and admins to find desired content.
• Indicate what sorting options are included: (examples: level/complexity, length of learning, type of learning object, certification, learning path or overarching training category, ratings, etc.)
• It is desirable that the platform provides provisioned environments in which to practice technical skills and whatever setup is required for any practice areas.
• It is desirable that the content include pre-learning and post learning testing and skills assessments.
• It is desirable that the solution interfaces with the cornerstone on demand LMS and allows for transcript history to be available in the cornerstone learning management system (LMS).

e. Assignment of assessments and learning content requirements
• The system should allow administrators and managers to assign self-assessment and learning content to individuals and groups. 
• Groups or organizational units should be configurable by system admins. managers should be able to assign assessments and content to those reporting up to them and to them only. 
• The system and possibly managers and administrators should be able to create custom learning paths and skill groups to assign for both assessment and learning.
f. Reporting and administration for the system requirements
• Individuals should have access to scores, levels, results of all assessments they take. 
• Individuals should be presented with a custom learning path suggestion and learning content, based on their personal assessment results, that targets the learning needed for that skill, tool, software or topic. 
• Managers should have appropriate metrics for everyone reporting to them in the organization. 
• This includes reporting on current skill levels, skill gaps, learning paths, progress and status, utilization, etc.
• Agency leadership should have appropriate reporting across the entire organization. 
• This includes reporting on current skill levels, skill gaps, learning paths, progress and status, utilization, etc. summary dashboards are highly desirable for agency as a whole for executives use. 
• The ability for agency platform administrators to create custom reports is desirable. 
• The urgency is determined by the reports built into the solution.
