RFP Description

The vendor is required to provide design and conduct cybersecurity and security training for local election officials, focusing on social engineering and the “human element”.
- A background understanding of election administration and election security is preferred.
- The primary function of the training is to improve awareness of social engineering threats, reduce the risk of human error, and foster a culture of vigilance.
- Training Objectives
- The training program should encompass a wide range of cybersecurity topics, including:
• Identification and prevention of social engineering attacks (e.g., phishing, pretexting).
• Secure handling of sensitive election data.
• Incident response protocols for potential security breaches.
- Development of Training
• Shall design and deliver participant training materials, scenarios, and supporting documents.
• Must develop tailored training modules utilizing real world scenarios, hands-on activities, and gamified approaches.
• Materials must align with current agency goals.
• Note: All workshop/exercise materials shall become the property of agencys.
- Training Sessions
• Host 3-6 workshops across the state in both 2025 and 2026.
• Gather input from various election security partners on current areas of in training.
•Trainings must be demonstrative and interactive.
• Respondent must work with agency in the coordination of location of workshops.
• Workshops may be virtual and over several weeks.
- Contract Period/Term: 2 years
